About the project
In response to the NSW Government’s commitment to increase the supply of affordable housing under the National Housing Accord, Landcom aims to deliver 1,800 affordable rental dwellings by 2029.
As part of this commitment, Landcom is proposing to deliver affordable housing on Croatia Avenue within the Edmondson Park Town Centre North. The site is well located close to public transport, community services and open space.
The development will be 100% affordable housing for key workers and will be delivered in partnership with a community housing provider. Community housing providers are not-for-profit, mission-driven organisations that own, develop, and maintain rental housing for people on very low to moderate incomes who require affordable homes.
The proposal is for:
- 58 affordable housing dwellings in a 9-storey building to be made available to support key workers through our dedicated community housing provider
- ample cycle and car parking to support travel to the station and surrounding areas
- a thoughtfully designed building, integrating cost saving sustainability measures with the resident in mind.
Once approvals are secured, construction should start in early 2026.

We are seeking your feedback to help inform the design.
As part of our planning, we are preparing an Environmental Impact Statement to assess potential impacts from construction and operation of the proposed development and identify mitigation measures.
Before taking this next step, we invite you to share your feedback between Thursday 21 November and Friday 13 December 2024. Feedback can be received by:
- an online survey to inform the independent Social Impact Assessment, being completed as part of the Environmental Impact Statement
- information pop-up sessions at Ed.Square Shopping Centre on Tuesday 3 December and Saturday 7 December 2024, where you can meet the project team, learn more, ask questions and share your feedback. More details can be found in the 'Upcoming events' section of this page.
Community and stakeholder feedback will be reviewed alongside findings of technical studies, regulatory requirements and feasibility considerations to inform the State Significant Development Application.
Next steps
Feedback will be documented in a Consultation Outcomes Report as part of the State Significant Development Application we aim to submit to the NSW Department of Planning, Housing and Infrastructure early next year.
The Department will publicly exhibit the application, during which time the community can make formal submissions.
If the application is approved, we are required to comply with the conditions of the development consent for the project.
We will keep the community informed throughout the planning process.
